Seeds of Change: Paving the Way for Oromia’s Agricultural Transformation

On December 19, 2024, the Gudina Tumsa Foundation (GTF) convened a high-level consultative meeting at the Ramada Hotel in Addis Ababa, marking a pivotal moment for Oromia’s agricultural sector. This landmark event brought together government officials and key stakeholders to deliberate on the findings of a groundbreaking research study. The gathering, a cornerstone of GTF’s Healthcare and Livelihood Improvement Advocacy Project in Oromia (HaLIAPO), aimed to pave the way for evidence-based agricultural policies that could transform livelihoods across the region.

Mrs. Lensa Gudina, Managing Director of GTF, welcomed the gathering with an impassioned address, invoking the enduring legacy of Reverend Gudina Tumsa. “His words are not just ideals but a call to action, one that we embrace as we shift our focus from service delivery to evidence-based policy advocacy,” she stated. Mrs. Lensa introduced HaLIAPO as a pioneering initiative supported by the Bill & Melinda Gates Foundation to address systemic barriers in agriculture, health, nutrition, women’s economic empowerment, and financial inclusion. Central to the project is a groundbreaking study on the state of agricultural production and productivity in Oromia, highlighting challenges such as climate change and traditional  practices while also uncovering untapped opportunities in value chains, irrigation, and technology-driven farming.

In her remarks, Mrs. Lensa used a poignant metaphor to encapsulate the day’s purpose: “The evidence presented today is the soil, and our discussion is the water. Together, we can provide the sunlight needed to cultivate meaningful change for Oromia’s farmers and communities.” She urged attendees to join forces in driving sustainable progress.

In his opening speech, Mr. Faji Chala, Deputy Head of the Oromia President’s Office, echoed this call for collaboration. “Oromia’s agricultural sector is not just the backbone of the region but a pillar of the national economy,” he noted. Highlighting the region’s contributions, 70% of Ethiopia’s coffee production and nearly 50% of its cereal yields, Mr. Faji stressed the importance of aligning policies with realities on the ground. “Evidence alone is not enough; it must be translated into tangible actions,” he urged, applauding the study’s comprehensive approach and its focus on inclusivity and sustainability.

The event featured robust group discussions where participants examined the research, identified areas for improvement, and explored the actionable impact of its recommendations. These dynamic conversations culminated in a lively plenary session, sparking enriching question-and-answer exchanges. The collaborative energy in the room was palpable as participants sought innovative solutions to persistent challenges.

Mr. Iyobed Yonas, GTF’s Program Director, extended heartfelt thanks to the attendees for their active participation. “This initiative is ultimately about benefiting our people. Your collaboration is essential to ensure the success of this transformative project,” he remarked, underscoring the critical role of collective action in driving meaningful change.  Mr. Teshome Bula, HaLIAPO’s Project Manager, on his part, shared an inspiring vision of change, emphasizing the project’s holistic approach. “The HaLIAPO project represents a strategic shift toward addressing the root causes of agricultural and healthcare challenges. By aligning resources and fostering partnerships, we aim to create sustainable solutions that will benefit generations to come,” he stated.

The research findings unveiled a mix of progress and persistent hurdles. While advancements have been made in crop production and irrigation, challenges such as limited access to credit, weak intersectoral coordination, and insufficient public participation in policymaking remain. The study’s findings prompted several critical recommendations aimed at transforming agricultural policy and practice.

The meeting concluded with a collective commitment to refine the research findings, amplify advocacy efforts, and champion the implementation of key recommendations. This shared dedication promises to unlock Oromia’s agricultural potential and secure a brighter future for its communities.
